We moored Dad's White Boat in that dyke for many years, but had to give up in the end because it got so silted up. That's perhaps 15 years ago, so I can only imagine it's got shallower. The only reason I could think of for a surveyor to make this comment is if the opening is itself in an enclosed space and a flare up could set light to other material or impede escape. Might be a problem with some designs I guess. Your insurers might be reasonable since NandG closed their Norwich office a lot of expertise has been lost and it may be that some little clerk just filled in the forms without the benefit of an underwriters advices. You can buy standard 2Kg CO2 units for less than GB Pounds 40 most are threaded to attach the horns so that providing the nuts and pipe are man enough piping into the bay should not be a problem. A word of caution however with any piping, in use, it will get very cold so make sure it is not fitted where someone might get frost burns. P.S.
